and if this is considered by the Colonial authorities as
mitigating their anomalous position, it can probably be done.
As he would not hear of accepting the certificate of the
Health officer of the Port over whom, as he pointed out
the United States would have no control whatever, he was
asked whether he would not employ local medical men instead
of sending out United States official medical officers. He
admitted this suggestion had been made to him by his subor-
dinates on the ground of economy and promised to give the
whole question his careful consideration. If this or any
similar solution would be welcome to the Colonial authorities
it might be taken up privately with the Surgeon General,
Penze Goring.
